If you live in California, and do not have health insurance, there is a strong possibility that your state can cover your daughter under a special medicaid insurance for disabled people - a lot of these programs are based on your income and the primary condition besides family income is US permanent residency or US citizenship.  Your daughter's age is also considered and whether or not she is considered permanently disabled by social Security etc ... there are so many different scenarios.  The other place you can check is the MDA, they do not offer insurance but their clinics will treat and check your daughter for free if you do not have insurance, they did for my daughter until she eventually got insurance.  They can also cover the difference between your insurance coverage and what may not be covered.  In this country, I don't know of any companies who will voluntarily cover someone with a preexisting condition, unless you get group insurance through an employer.  I hope this helps - Best of luck ! (I used to work for medicaid but in a different state than yours)
